That’s literally the origin for Minako’s counterpart. She tagged along with Ami’s counterpart and the big bad was like “eh whatever she’ll do”. And now she wants to be the center of attention.

That’s also pretty fitting for Minako, who very much enjoys the spotlight, but has now been shunted out of it and often yearns to have it back. Minako wants to be a star, but she’s the leader, and she has to work behind the scenes to protect Usagi. Minako’s resigned to her role, but her counterpart is someone who isn’t and will do anything to get attention. And the fact she was just dragged along with another person seeks to how Minako must feel like she’s just Usagi’s attachment at times.
